A friend of mine was close but not quite there by 1-2 points, but she still got into SoftEng with me, which at the time was considered the program with the highest admissions average tied with biochem engineering. She had some really awesome projects and work experience.
I was also below the cut-off that year, but I was very involved in and out of school. I also vaguely wrote about some circumstances I thought had an impact on my grades. It is important to communicate these circumstances without divulging sensitive details. Sometimes, these reasons can be invisible, and it is crucial to explain them clearly to the admission committee.
